Certification is a process that entitles healthcare professionals to practice medicine or pharmacy. Certification of healthcare professionals "On the implementation of the Law No. 891-IIIQD of the Republic of Azerbaijan dated October 20, 2009 "On making additions and changes to some legislative acts of the Republic of Azerbaijan for the purpose of protecting the health of the population" and the Decree of the President of the Republic of Azerbaijan dated December 21, 2009 and It is carried out in accordance with the "Regulation of certification of persons (employees) engaged in practical medicine or pharmaceutical activities" approved by the Cabinet of Ministers Resolution No. 108 dated June 8, 2010.
Who is eligible for certification?
Irrespective of their subordination and form of ownership, healthcare professionals working in healthcare institutions and engaged in private practical medicine or pharmaceutical activities with higher and secondary education, who have passed periodical refresher courses as appropriate, are involved in certification once in five years.
Who is temporarily exempt from certification?
From the certification:
- Pregnant women;
- Women who are on social leave until their child is three years old and work in a relevant position (profession) less than a year after the end of that leave (men who raise their child alone);
- Persons who have completed higher and secondary medical educational institutions, including residency, do not undergo certification within five years from the date of issuance of the document confirming their education in accordance with the law, and healthcare professionals who have changed their specialty in accordance with the law.
How is the certification process?
The questions of the certification exam are divided into two parts (test and clinical task). The test part of the exam questions consists of 60 (sixty) questions. The clinical task part of the exam questions consists of 5 (five) clinical tasks related to the specialty of the healthcare professional involved in the certification, as well as determining his level of practical knowledge and professional skills.
Each correct answer to the test part is evaluated by one point (total of 60 (sixty) possible points). Each task in the clinical task part is evaluated by the expert with one of 0, 1, 2, 3, 4 and 5 points, and then the points given for each task are added up (a total of 25 (twenty-five) possible points).
Those who scored 40 (forty) or more on the test part of the exam questions and 16 or more on the clinical task part are considered to have passed the certification.
Should non-certified healthcare professionals?
Healthcare professionals who have not passed certification must apply to the Certification Commission to take part in the next examinations in their specialties, with the aim of re-certification, while keeping their jobs for 6 months, undergoing professional training in relevant educational institutions.
Is it possible to voluntarily participate in the certification process?
Yes. Healthcare professionals who want to voluntarily participate in the exams related to the certification process can apply to the Certification Commission of the Ministry of Health.
How are the medical specialists involved in the examination informed about the conduct of the examinations?
30 (thirty) days before the certification exam, every person participating in the exam is informed by posting information about it on the website of the Certification Council and by sending an SMS to the mobile phone numbers provided by the people participating in the exam, or by writing to their e-mail addresses.
What documents are submitted when coming to the exam?
Those who come to the test must bring their admit card and ID card with them. In the absence of one of the specified documents, the person is not allowed to take the exam.
